Just where the CSX and Southern RR tracks emerge from under the bridge is the Boylan Wye. At this point the tracks diverge, forming a Y shape, or \&quot;wye.\&quot; It\'s hard to image now, but this area was once a hub of some of Raleigh\'s railroad-related industries. Booming from about 1900 into the 1950s, the wye was the locale of several coal yards, ice plants and iron works. At one time a mattress factory was here, and later a concrete plant. These businesses all used the the wye as a switching yard and as a means to move freight in and out. Passenger trains also used the wye to back in and out of the Union Station, then located two blocks away on Nash Square. Nowadays all the hubub is gone. You can still find remnants of the coal yards and the concrete plant, and there\'s even the concrete foundation of a turntable down there. Until now CFLs had to be taken to one of Wake County?s Household Hazardous Waste Facilities, the North Wake facility open the first Saturday of each month and the South Wake facility open the third Saturday of each month.

For the 98 percent of the Triangle population heading to the coast, be safe out there.For the rest of you, please consider these close-to-home Independence Day celebrations.The towns of Garner and Fuquay-Varina are shooting things into the night-sky today. Most years this makes sense. But in a year where the Fourth is on a Friday, I\'m not sure I understand the reasoning behind this. (Hopefully someone can fill me in.)The rest of the area\'s communities will giving a shout-out to the ol\' US of A on Friday. Cary is offering a fishing tournament, a parade, and doughtnut-eating and watermelon seed-spitting contests. (John Hancock would be proud.) Chapel Hillians can enjoy patriotic music, a picnic and free ice cream and lemonade. Folks in Clayton can also enjoy ice cream as well as basketball and horseshoe tourneys. Durham has its annual Children\'s Independence Day Parade, as well as a festival at the DBAP -- featuring Kevin Costner\'s band, Modern West.Here in Raleigh, Fourth possibilities abound, most of them within a few blocks of each other. Over at Haywood Hall, there will be ice cream, children\'s games, fortune telling and live music. The State Capitol will be the site of a Sons of the American Revolution event with historic demonstrations and a picnic. And re-enactors will demonstrate aspects of Colonial life such as spinning, dyeing, soldiering, crafts and games for children over at the Joel Lane House. In addition, if you\'re in the area, the annual Historic Oakwood Fourth of July Parade will take place at 5 p.m. Come out to see the patriotically-decorated bikes, strollers, wagons, scooters, etc. In the spirit of the holiday, I leave you with snippets from some of our forefathers\' brilliantly-penned masterpieces.\&quot;... It was 1991, and I was at lunch in the cafeteria of my Harnett County high school, and a couple of my friends were discussing the hockey game they had attended the night before. \&quot;Ice hockey?\&quot; I asked.Yup. Turns out Raleigh had a full-fledged, professional \&quot;ice\&quot; hockey team. I had no idea, even though I lived roughly 45 minutes from the Capital City. A couple of weeks later, a group of us piled into my Chevy Corsica (hatchback, baby!) and drove up to Dorton Arena to watch the first of many Raleigh IceCaps games.And it was wonderful. I remember tickets for students being about $5 or so, and the food and merchandise was fairly affordable. (I still proudly display an IceCaps puck on my office shelf.) The arena was cold the moment you stepped into the concourse, and the action on the ice was exciting and like nothing I\'d ever seen in person before. I wasn\'t necessarily hooked as a hardcore hockey fan, but IceCaps games introduced me -- and I\'m sure hundreds if not thousands of others in the Raleigh area -- to this wild and wonderful sport.And because of that contribution, I\'d like to see the Carolina Hurricanes honor the IceCaps in some way during the 2010-2011 season, which will be 20 years since the Caps first played at that whacky building across the street. (Yes, I realize this a few years away.) Ideally, I\'d love for the Canes to don throwback IceCaps sweaters for at least one game that season. At the very least, they should sport IceCaps patches for the entire season. I won\'t go as far as to say that had there been no Raleigh IceCaps that there would today be no Carolina Hurricanes. But it\'s not ridiculous to assume that the IceCaps made the transition to East Coast Hockey League to National Hockey League just a little smoother. (And, remember, the Canes needed all the help they could get in those early years.)The Caps called Dorton home from 1991 until the arrival of the Canes. (The IceCaps moved to Augusta, Georgia.) The IceCaps had a loyal following, and some of its players chose to remain in the Raleigh area and make this their home. The names of folks like Lyle Wildgoose and Kurt Kleinendorst still conjure up good memories for many old IceCaps fans. There are even Canes-IceCaps connections. Prodigal son/Canes GM Jason Karmanos played 16 games for the Caps back in 1997. Wildgoose\'s son, Nicholas, plays youth hockey in the area. (Think fans don\'t remember the Caps? Young Wildgoose \&quot;received starting-lineup applause as well (relatively, anyway) no doubt from old-school hockey fans who assumed he is related to IceCaps star Lyle Wildgoose,\&quot; wrote the N&amp;amp;O\'s Luke DeCock back in March.)And here\'s one more piece of evidence to show that the IceCaps\' legacy lives on (from this past January\'s News &amp;amp; Observer).\&quot;Who would have thought that 10 hockey moms in Raleigh would become pioneers in women\'s ice hockey in the southeast?\&quot;The N.C.Trailblazers, now in their 13th year, have blazed the trail for local women to enjoy hockey on the ice rather than from the stands.\&quot;Julia Zeigler, 51, a Raleigh native who now lives in Youngsville and is a corporate sales representative for the Carolina Hurricanes, is one of the team\'s founders.\&quot;She recalls the Trailblazers\' humble beginnings in 1995 at Dorton Arena where the now-defunct Raleigh Ice Caps played. The title \&quot;Oldest bar in Raleigh\&quot; is no exception. Mitch claims as much for his bar, near the spot on the menu that also mentions the appearance in Bull Durham. While it may be the oldest bar that is still in the original structure, the Jolly Knave was sold to Mitch after the PR was established. Red\'s, also owned by Mitch, has been closed for more than 30 years. Another local bar that claims the title is The Office Tavern. There seems to be dispute because they relocated from five points to the Johnson Street location long ago.It seems as though any person that has lived in Raleigh for a significant amount of time knows the inside of Player\'s Retreat. The web site states that it is a Raleigh tradition since 1951.While I haven\'t lived in Raleigh very long, this place is special to me too. Once I had an instructor who moved class to this location to discuss topics over drinks--before noon! In addition to the history of the place, there is something special about the atmosphere too. Similar to Mitch\'s, it is chock full of eye candy attached to the walls with phrases such as Our waitresses go from zero to bitch in four seconds. It is quite large inside, especially given the location. It has a decently sized pool room, a separate dining room, outdoor seating, and a spacious bar.One of the most interesting parts of the PR is the computer with free internet access and printer. The internet (Google in particular) has made us realize that any disagreement over a fact, figure, or history item can be settled in a matter of seconds with almost zero effort. Coffee/tea houses, restaurants, and bars in particular have always been filled with people having philosophical debates of every variety. This frequently leads to one person disagreeing with another person\'s presentation of the facts of an event. By placing a computer with internet access and a printer for free public use, you are assured there will never be a conversation\'s completion left hanging upon promises of future consultation with Google or Wikipedia. As far as I know, it is the only bar in the area with a free public computer.Bert, one of the PR\'s bartenders, was wearing a shirt that said Beer - it\'s not just for breakfast anymore. He\'s been around for quite some time and has some unique information on the cultural history of Raleigh. He told me stories of a bar on Hillsborough Street with a swimming pool, the old headshop underneath of Daryl\'s (now Red Hot &amp;amp; Blue), and some of the large name musical acts that came through Raleigh in the mid 70s to early 80s. When asked about Mitch\'s claim about being the oldest bar in Raleigh, he stated thatMitch\'s isn\'t the oldest bar and he knows it. It\'s been around for 30 years. Even in an incomplete state without the lighting, it is something truly fascinating. Currently without backlighting, colors still roll and move across the surface like the reflection of a bird flying over water. Once the illumination switch is flipped, Raleigh will have one of the most awe inspiring pieces of public art that is part of an urban landscape.If you have not been  keeping up with new developments in the area, this is the Shimmer Wall, an enormous piece of art on one side of the Convention Center covering an entire city block. It was designed and is being assembled by Clearscapes, an architectural  and design firm located downtown.\&quot;We wanted a wall that would be dynamic, that would move, that would shine,\&quot; said Thomas Sayre, principal with the Raleigh architectural firm Clearscapes.\&quot;So all afternoon, every afternoon, this surface gets bathed in light.\&quot;The idea is to take thousands of steel strips, maybe more than a million, each about the size of a shirt pocket. Half would be buffed shiny, the others would be dull, dimpled metal. They would hang on rods along an entire side of the convention center, covering a city block.When the wind blows, they would swing, creating a wavy, glimmering image, reflecting sunshine during the day, and letting light show between their cracks at night.Sayre said the shimmery strips would be spaced to form a larger picture. There was a large array of police officers and firefighters battling a house fire 2700 Clark Avenue at around midnight Friday. I do not know the specifics, but I believe it is some sort of halfway or rehabilitation house. I\'ve seen a couple of the residents asking for money along Hillsborough Street before. I talked to a few of them, and they said that it was caused by someone that lived there. They were debating the likelihood of either suicide or some other mental illness. The person alleged to have started it was hauled off by police, unharmed. The folks I spoke with said that they don\'t see how it will be habitable again, as there was a lot of smoke damage, melted walls, etc.

Obviously, Fayetteville Street, which runs north-south from the State Capitol down toward the Memorial Auditorium/City Plaza area, has been the center of the city\'s downtown revitalization.

The city core boasts streets named for some of North Carolina\'s more important early towns, including Edenton, New Bern (the state capital before Raleigh), Wilmington, Salisbury and Hillsborough.
Running just north of downtown is Wake Forest Road (and also Old Wake Forest Road). 
Running parallel to Hillsborough Street for a while is Chapel Hill Road.
The City of Oaks itself has a street of its own: Raleigh Boulevard, running south-north from Rock Quarry Road up over Martin Luther King Jr. Blvd., Poole Road, New Bern and Glascock before eventually running into Brentwood Road.

Part 2: The Center of Town

Capitol Square (or, more properly, Union Square) has been both the geographical and political center of downtown Raleigh ever since the city was surveyed and laid out by William Christmas in 1792. With the massive Capitol building at its center, the square is anchored at its four corners by four imposing church buildings. Encircling the square are various somber stone and brick state government buildings, many of which are fine examples of the particular architectural period during which they were built. The first of these to be built, in 1888, was the Supreme Court building (now Labor); the last, the Museum of History in the 1980s. For most of the 19th early 20th centuries Capitol Square was surrounded by residences, a three-story brick hotel and the four churches. Later on Raleigh?s public library, an art deco apartment building and the YMCA were built on the square. These are all gone now. Government expansion beyond the limits of Capitol Square did not occur until 1962 with the completion of the Legislative Building, straddling (then) Halifax Street one block to the north. The remaining two residences were demolished around 1971.

When I was a kid in the ?60s Capitol Square was a big part of my childhood. My Dad was employed by the state department of Archives and History, and his office occupied a former rooming house in the first block of Halifax St., which was largely still residential at the time. Sometimes instead of taking the bus home from school at Hugh Morson, I would walk down to his office and get a ride home when he got off work. In the meantime I would amuse myself in the Square by climbing on the statues or buying a nickel bag of peanuts from the ?Peanut Man? to feed the pigeons. The Peanut Man always occupied a spot in the square at the head of Fayetteville Street, dispensing his wares from a silver-colored charcoal-fired roaster, and surrounded by flocks of pigeons. Kids loved him! Back then pigeons pretty much had the run of the place, roosting all along building parapets, soiling statues and the like. The state later initiated a crackdown in the mid 1970s to get rid of them, and the first thing to go was the Peanut Man. I don?t think there?s any pigeons left in Capitol Square today.

All three of the state museums, History, Natural History and the Art Museum, were located on Capitol Square, so a family visit to any of them necessitated a romp in the square as well. The old cannons and guns mounted there were a special attraction to my brothers me, and a visit to the Peanut Man was a given. My family attended Christ Church right there across Wilmington St., and not a few times a pal and I would skip Sunday school and while away that designated holy hour in Capitol Square instead.

The original Olivia Raney Library fronted on Capitol Square at the corner of Hillsboro Street. It was housed in a beautiful Italian Renaissance style building constructed in 1899 and had a red tile roof; the Olivia Raney was Raleigh?s first public library, and only public library until the county system was set up in the early ?70s. (The Harrison Library for African-Americans was on South Blount St opposite Moore Square, but I don?t know if it was part of the city system then or not.) Anyway, we were regular patrons of Olivia Raney. Back then the Christmas parade was held at night rather than on Saturday morning as it is now. My family would all head downtown for that event, and while Mom went shopping, Dad took my brothers and me to see the parade. We always staked out the corner at the Olivia Raney because Dad figured that from that vantage point we could enjoy it three times instead of just the one: once, while it progressed up Hillsboro St; twice, while making the turn in front of the Library (?watching the marching bands make that turn was quite impressive, BTW), and finally watching it pass by right in front by the curbside!

Later, when I was in junior high school at Morson, and my two buddies and I went on our weekend exploratory forays downtown, we always met in centrally located Capitol Square, as there was always something to do while waiting for the others to show up.

Nowadays, with so many of the familiar landmarks gone, Capitol Square is a different kind of place for me. The exhibit will feature 12 scrolls from the collection, which consists of about 1,000 texts, fragments, and documents that were discovered in caves around the settlement of Qumran, and date back to 200 B.C.

 

The exhibit runs from June 28- December 28, 2008. It might seem a bit pricey for tickets ($22 for adults), but a chance to view documents that last saw the light of day 2,000 years ago is worth it.

There is a parking lot in the back with cars parked in it, but they could be there for other businesses.What is particularly interesting about this house is the fact that it is subjoined to the storefront that is on Hillsborough Street. The storefront is currently The Jackpot, an indie club with a nondescript fa&ccedil;ade. It is located near The old Staudt Bakery, and like that old building, it is mostly hidden while in plain sight. As a long-time fan of the art, I have followed the profession and a number of its practitioners for some time. (Brian Regan rules!)I got an email from an old roommate of mine the other day who is now doing stand-up in Atlanta. I\'m honored that Mike Haun used to hone his early skills on me and his other roommates in West Raleigh. His hard work has paid off. In fact, he was recently featured on the front page of the Atlanta Journal-Constitution\'s webpage, was named \&quot;Funniest Man in Atlanta\&quot; and has opened for Ron White and Emo Phillips. Not too shabby.When thinking about my old roommate, it hit me: there are a number of N.C. State alums that are now doing stand-up.Why is this? Well, the cynic in me (and several of my NCSU alum friends would agree) believes it\'s because attending Brick U. gives one character. State is not the kind of school where, for the most part, you just get in and breeze through to graduation four years later. It\'s a very \&quot;sink or swim\&quot; atmosphere -- which, when you think about it is the perfect recipe from which some cynical and creative minds can evolve.The most famous of the NCSU funny men is probably Jon Reep, last year\'s winner of \&quot;Last Comic Standing\&quot; and of Dodge hemi commercial fame. But the Hickory native is not alone. Also of some fame are Rhett and Link (This video was shot at Carter-Finley Stadium.) There is also Brad Reeder, who owns Charlie Goodnight\'s in Raleigh and is a fine comedian in his own right. Fayetteville Street Tavern serves a full menu until 2AM, so we decided to give it a try. The food was good, it was priced right, and the service was outstanding. And mad. ?Who on the Wake County Board of Commissioners,? growls one board member, ?Wants the dubious honor of putting Wake County on a downward spiral??
What?s up? The Board asked the County Commissioners to almost double its budget over the next five years ? and the Commissioners said they didn?t have that much money. So the Board?s in a snit.
When it comes to spending taxpayers? money the School Board gets a great deal. It doesn?t have to find the money. Or raise taxes. That?s the County Commissioners? problem. All the Board has to do is spend it. And it?s good at it.
This year with school enrollment up 5% the School Board demanded an 18% spending increase - $54 million. The commissioners gave it $18 million, which is more than any other department got. The School Board shot back it must have the other $36 million or the Wake County School System ? ?a shining example in North Carolina and in the nation? ? is kaput. The Commissioners will have ruined it.
I tried to determine how much the School Board spends per pupil and how many of its employees are non-teachers; but you?d need an M.B.A. from Harvard ? which I don?t have ? to even begin to understand the School Board?s budget. I?m amazed the County Commissioners didn?t just give them the money to avoid reading the budget. I saw two numbers on how much the Board spends per student: $7500 and $8900. Also, according to its budget, the School Board has 17,500 employees (one for every eight students): Only 9,228 of them are teachers ? but according to the School Board it has virtually no administrators.
Here?s an admittedly biased conclusion: People like to spend money. They especially like to spend other people?s money. And there?s hardly a better excuse on earth for spending other people?s money than getting on a School Board. The ?handful? of folks at school administration headquarters have figured out they can sell almost anything ? politically ? by saying the Wake County schools will collapse and the world will end if they have to cut their budget. (And their definition of cut is to ask for $56 million, get $18 million, and call that a $36 million shortfall.)
And it works. This morning in the News and Observer a headline read: Wake school board weighs budget cuts. The first line reads, ?Wake County parents, students and teachers will find out today how wide the budget ax will swing to make up the school district?s $36 million shortfall??
Doesn?t that beat all? The County Commissioners gave them an $18 million increase. And it?s a $36 million cut.

My suggestion is simply to make the Raleigh city flag affordable and available to both business owners and citizens in order to show their civic pride.Now, this isn\'t to say that one can\'t currently obtain a city flag. At last check, you can buy one from the city -- for something like $60 or more. (Please correct me if I\'m wrong.) But aside from a handful of municipal offices and the City Museum, can you name another place where a Raleigh flag proudly flies? I can\'t.If the city sold the flags for about $20 or $30 (or gave them away!), I know I would proudly put mine on my house, as would a number of citizens. And think of the way Fayetteville Street would look if the flags flew from building after building. The visionary possibilities are endless.Two such cities drilled home to me the importance of prevalant city flags: Washington, D.C., and Barcelona. In both cities, one can hardly go anywhere without being in site of their respective flags. In American City Flags, D.C.\'s flag (modeled on His Excellency\'s coat of arms) was ranked as the best city flag in the U.S. Raleigh\'s, by the way, came in at No. 56. Charlotte\'s was 66th, Greensboro 98th, with Pocatella, Idaho bringing up the rear at No. 150. Yikes.Flags are perhaps the most tangible symbol of unity, passion and cause; this is no great secret. If Raleigh is to truly promote itself as an emerging 21st century city, it should take up its own banner in doing so.
