You guys may want to consider speaking at the reassignment hearings at Fuquay-Varina or East Wake high schools instead of on Monday at Millbrook High.


Rosa Gill, chairwoman of the school board, said she\'s not leaning toward extending the Millbrook hearing past 9 p.m. That could become an issue as the list of speakers grows.
As of Thursday afternoon, 78 people had signed up to speak at Millbrook with plenty more expected to register over the weekend. 
Gill said she\'s hoping people will choose to attend one of the other two hearings, especially the one at East Wake. As of Thursday afternoon, there were 38 speakers signed up for Fuquay-Varina and seven for East Wake.
The plan right now is to split Millbrook\'s speakers into two groups. Theoretically, each group would have enough time for 50 speakers at three minutes each.
If the board does stick with a 9 p.m. end time and there are 100 or more speakers, you might see the time limit reduced to two minutes.
Some people have been deterred by the large number of speakers at Millbrook. That\'s why a majority of speakers at Thursday\'s hearing at Southeast Raleigh High were not from that part of the county.

Thursday\'s reassignment public hearing wasn\'t a normal one.


As noted in today\'s article, nearly half of the 16 speakers spoke in support of the reassignment plan. Some speakers backed the conversion of Leesville Road Middle School to a year-round calendar. Ohers praised the reassignment of Lacy Elementary students to Stough Elementary.
The Stough parents argued that the school would become healthier if it got the Lacy students. They also said it would ease crowding at Lacy.
The board is being tugged on both sides of the issue as the Lacy parents have been lobbying behind the scenes to be dropped from the plan. 
As you may recall, these same Lacy nodes were slated in 2006 to go to Stough. These parents fought the moves and were dropped by the board.
It wasn\'t all rosy on Thursday for the school board.
Venita Peyton urged the school board to delay adopting the reassignment plan for 30 days. She argued that many minority families are unaware of the plan, pointing to the crowd of 50 mostly white people at the hearing at Southeast Raleigh High School.
For those who are aware of the plan, Peyton argued that evening meetings don\'t work because many minority parents have night jobs. She also said some parents were intimidated at speaking at a place like Southeast Raleigh High.
Peyton urged the school board to schedule a public hearing at Saint Matthew AME Church in Raleigh for area parents.
After the meeting, school board chairwoman Rosa Gill said they were on too tight a timetable to schedule another public hearing. But she said she\'d be willing to personally meet with parents at the church.
Thursday\'s meeting went fast. It was over by 7:30 p.m.

Should the state give more latitude to high F&amp;amp;R and minority charter schools before not renewing their charters?


As noted in today\'s article, representatives from PreEminent Charter and Torchlight Academy are making that case in an attempt to keep their charters. State officials are citing low test scores and other issues for not recommending that their charters be renewed when they expire in June.
&amp;quot;You have to look at more than statistics,&amp;quot; said Don McQueen, executive director of Torchlight. &amp;quot;You have to look at the character of the school.&amp;quot;

The leaders of Torchlight and PreEminent say they\'re dealing with a far different population than Raleigh Charter or Quest.
&amp;quot;We?re a school that\'s concerned about minority students,&amp;quot; McQueen said during a state Board of Education committee meeting on Wednesday. &amp;quot;If you raise the basement, you raise the whole foundation.&amp;quot;
McQueen added that they\'re providing a charter school option for low-income parents.
Torchlight officials said their F&amp;amp;R rate was 85 percent, much higher than the Wake school system\'s 40 percent goal. Torchlight, like other charter schools, is independent of the school system\'s they\'re located in.
After the meeting, McQueen said he\'s concerned that many black charter schools are closing and are being replaced by predominantly white charter schools.
Roger Gerber, a member of the board of PreEminent and past director of the League of Charter Schools of N.C., said he\'s also concerned that so many black charter schools are closing.
Gerber said that it will discourage charter school applicants from minority areas from applying. He warned that it could lead to charter schools becoming all white.
Last school year, a majority of charter schools had a white enrollment of more than 70 percent. That\'s much higher than the percentage in the traditional public schools.

Wake is back with more requests for state class-size waivers.


The school board voted on Tuesday to request waivers for 103 K-3 classrooms in 33 elementary schools. Whether the State Board of Education\'s reception is warmer this school year remains to be seen.
Last year, the state Board initially approved waivers for 114 classrooms. But later requests were rejected, forcing Wake to hire additional teachers to bring the class sizes down.

As you\'ll notice, 20 of the 33 schools needing waivers are on the year-round calendar.
Chief Area Supt. Danny Barnes told board members that even though growth has slowed it\'s still coming, causing year-round schools to be over in some classes. He also said efforts to keep siblings on the same track contributed to the overages.
Supt. Del Burns stressed that most of the classrooms needing waivers are only one or two students over the maximum of 24 allowed in a K-3 class. 
One of the questions brought up by school board members is why Wake is one of the few districts that requests waivers. Board members hinted that other districts might not be following state law, or at least are interpreting it differently.
Before last year, Wake had been among the districts that had not requested waivers. Burns said it\'s become apparent to him that, for whatever reason, Wake wasn\'t reporting the overages to the state before.
&amp;quot;I didn\'t know it [overages] then,&amp;quot; said Burns, who became superintendent in 2006. &amp;quot;But I know it now. I\'m following the letter of the law.&amp;quot;

Northwest Raleigh could get a new elementary school at some point.


The school board voted Tuesday to pay $2,471,700 for 29.96 acres on the northern side of Shooting Club Road and on the western side of Creedmoor Road (NC 50). Click here for info on the parcel.
No opening date is set. Funding would come from the next school construction bond issue or some other means.
School board member Patti Head said that the district had been looking for affordable land in that area for several years.
Head said the new site replaces an elementary school that had been slated to be built on Leesville Church Road. Wake plans to build a middle school there now instead. That middle school is also waiting on the next bond isssue.
The vote was 6-2 with Beverley Clark and Ron Margiotta voting no.
Clark wanted to reevaluate the school district\'s capital program in light of the changing economic conditions.
Margiotta questioned the $82,500 per acre cost, thinking it could be gotten for a cheaper price.
But Head said the land was within the school district\'s budget. She argued that it would cost even more money to buy land in northwest Raleigh that had water and sewer.
Now it\'s up to the county commissioners to decide whether to fund the purchase.

Supt. Del Burns is acknowledging that the recession could put a dent into the school district\'s 2010-11 operating budget.


During the presentation of his mid-term report on Tuesday, Burns said he\'s asked departments to draw up the new budget with the economy in mind. He said departments, divisions and schools are being asked to &amp;quot;reprioritize&amp;quot; and &amp;quot;repurpose.&amp;quot;
?There is no question we could use additional resources,? Burns said. ?But we?ll move forward with the resources we?re provided and accept no excuses for the results.?
After the report, Burns said it\'s too soon to say how much money they\'ll ask for from the county and state for the upcoming fiscal year. He\'ll present his budget request to the school board in March.
The recession is dampening a lot of plans, locally and nationally, for new spending initiatives.
The school board already agreed to give back $11 million to the county and state this fiscal year to help with their revenue shortfalls.
The economic picture only looks worse for the next fiscal year.
The county is preparing for 10 percent cuts in its departments. The state budget deficit could exceed $1.5 billion.

Based on the response I got last time, I\'ll begin posting principal changes on the blog as well.


The school board has just announced that Karen Summers will be the new principal of Davis Drive Midle School in Cary. Summers had been slated to be an assistant principal at the new Mills Park Elementary School opening in July.


From 2006 to 2008, Summers was a senior administrator for growth and planning. Before that, she was an assistant principal at West Lake Middle School from 1999 to 2006.


Summers replaces Tina Hoots, who was recently named principal of Wake Forest-Rolesville High School.

It\'s no mistake that the North Harrison Avenue families are slated to wait until 2010 to be reassigned to Cary High.


In the draft plan, those nodes were slated to be reassigned from Panther Creek High to Athens Drive High in 2009-10. Administrators said they\'d recommend moving them to Cary HIgh instead, as urged by the parents, in the revised plan.
But what surprised those nodes when the plan came out last month is that they won\'t go to Cary High until 2010. 
Asst. Supt. Chuck Dulaney said they recommended moving those nodes in 2010  as part of an effort to spread the impact of moving 630 students from Panther Creek to Cary High. He said moving most of the students in 2009 and the rest in 2010 will &amp;quot;reduce the one year impact on staffing at the two schools.&amp;quot;
Sharon O\'Donnell, one of the parents who led efforts to move the nodes to Cary High, said there are pros and cons to moving in either year.
She said some parents are upset they\'re not going in 2009 because they want to avoid having students start at Panther Creek and adjust to a new school in 2010. Those folks may be able to transfer into Cary High in advance of reassignment.


School administrators have indicated they\'ll try to approve the advance transfer requests when they have space.


O\'Donnell said some parents are glad it\'s being delayed because they like Panther Creek and don\'t want to leave.

I\'m highly ecstatic about this.I\'ve vaguely known about this program for some time; I firmly believe trees lining my street will further enhance my little corner of Paradise.\&quot;City staff have identified rights-of-way that are most in need of trees,\&quot; says the city website. \&quot;Neighborhoods with the least canopy are selected first. ... City staff identify the planting sites, which entails locating aboveground utilities, determining appropriate types of trees for that location, and placing a small white dot on the curb and a stake where the tree will be planted. It is the responsibility of the homeowner to have their underground utilities located prior to digging. \&quot;Staff leave a door hanger at the residence that is adjacent to the identified right-of-way. The door hanger explains Raleigh NeighborWoods, asks the residents to choose the type of tree they prefer from the types of trees recommended for that location, and explains that the residents would be responsible for planting the tree in the specified location, and watering and mulching it. It\'s not a shock that Apex Mayor Keith Weatherly took shots at Wake\'s diversity policy at Monday\'s reassignment hearing.


But what about Cary Mayor Harold Weinbrecht? As noted in today\'s article, Weinbrecht criticized the diversity policy while speaking on behalf of the parents trying to avoid being reassigned from Apex High to Athens Drive High.
Weinbrecht, normally a strong supporter of the school system, prefaced his remarks to the school board. He said that he has tried to work as a lobbyist rather than speak out publicly.
But after hearing from so many parents, Weinbrecht said it was necessary now to publicly raise concerns about reassignment and the diversity policy.
While Weinbrecht said he believes economic diversity is good, he said the way it\'s been implemented has become &amp;quot;painful&amp;quot; and &amp;quot;destructive.&amp;quot; He said parents also support economic diversity but that the way it\'s being carried out has pushed them past the ?tipping point.?
Weinbrecht went on to urge the school board to implement the diversity policy in a different way. He didn\'t offer specifics.
?Reviewing a policy is a good thing, especially when your policy is causing harm,? Weinbrecht said. &amp;quot;While the intention of this policy is great, the impact is negative. I believe it\'s time to invite the parents to work with you. Invite the elected offficials to work with you to come up with better solutions.&amp;quot;
His remarks drew applause from the crowd.
Weinbrecht and Councilman Don Frantz will meet with school board member Eleanor Goette later this week to discuss the reassignment plan.

There are plenty of speaking spots open at the reassignment public hearings, especially at Southeast Raleigh and East Wake high schools.


There are now 37 speakers signed up tonight for Apex High, not including those who will register at the door. There are 64 speakers for next Monday\'s hearing at Millbrook High and 26 for the Jan. 14 hearing at Fuquay-Varina High.
But only six people have signed up so far for Thursday\'s hearing at Southeast Raleigh. Four have signed up for the Jan. 15 hearing at East Wake.
The Millbrook speakers will be divided into two groups to keep the meeting from running too late. That could happen as well tonight if there\'s a lot of people who sign up at the door.
You can only speak at one of the hearings.

Sorry I haven\'t \&quot;rapped at ya\&quot; in a while (to quote one of my favorite Onion \&quot;columnists\&quot;). But I hope to get on the horse a little more now that the Ral-idays are over.(By the way, if you thought Raleigh dropping an acorn to celebrate New Year\'s was wacky, just go to our sister blog to see what other N.C. towns do. Amazing. Just when you think North Carolina is shedding its hillbilly image ...)Anyway, one highlight over the holiday season was a nice evening out for the wife\'s birthday. We started out at one of our favorite restaurants, 18 Seaboard -- which is quickly becoming perhaps THE favorite restaurant. It\'s a shame; I think the hidden qualities of the Seaboard area actually makes my mind forget that places like 18 Seaboard, J. Betski\'s and others are even there, even though we love them. (The lack of signage doesn\'t help, either.) But everytime we make it to Jason Smith\'s place we come away impressed -- and very full.On this night, I started with the artichoke and blue cheese fondue, then had salmon with the Chef\'s Complement of champagne tarragon butter. This may be the best fish dish around. Now, I know it\'s somewhat boojy to ask for sauce for your meat at a restaurant, and I\'m sure some foodies may have a problem with a place that actually recommends this. But I\'ve yet to go wrong with one of the suggestions at 18 Seaboard.We then walked over to Solas for the first time. Being that it was the night before New Year\'s Eve, and that it was a Tuesday night, it wasn\'t exactly hoppin\' (which was fine for us). Didn\'t make it upstairs or to the roof, but was impressed with the chic decor, and the bartender (Ryan?) was chatty -- but not too chatty, which was nice. (I got The Saint to drink.)Our night ended with a Raleigh Rickshaw ride from Glenwood South home. I\'m ashamed that it\'s taken me this long to take advantage of this wonderful transit option. You really can\'t beat the price (free -- tips recommended), and it\'s a relaxing way to see the city -- even on a cold, windy night. Our driver/rider/pedalist was friendly, and it sounds like business is doing very well. Should the school board cut a reassignment break for refugees who fled from Myanamar?


As noted in today\'s column by Ruth Sheehan, the reassignment plan would move a node that includes a large group of Karen refugees who now live in North Raleigh. The move would create hardships for these families who, because they\'re largely low income, would be hard pressed to take advantage of transfer options.
&amp;quot;Political oppression and poverty chased these people halfway around the world. If only the Wake County School Board would let them put down roots ? and stay,&amp;quot; Ruth writes in the column.
Here\'s a little background on the proposed move.
These families, from Node 291.4, live in an apartment complex near Falls of Neuse and Sandy Forks roads. They\'re pretty close to their current assignment of Carroll Middle School and Sanderson High School.
The reassignment plan calls for moving the node to Leesville Road middle and high schools.
The node is now assigned to Sycamore Creek Elementary School, which is close to the Leesville schools. Sycamore students now attend Leesville middle and high schools.
The rationale for moving the node is &amp;quot;to allow elementary students to move into middle school with their elementary school peers.&amp;quot; Since the middle school assignment is being changed, the same reason is given for changing the node\'s high school assignment.
So it\'s not arbitrary why the node is in the plan. But you might get some arguments about whether they should be at Sycamore Creek in the first place, which is leading to these moves.
The node is at Sycamore, instead of a closer elementary school, because it\'s a high F&amp;amp;R area. The kids are helping to diversify Sycamore while easing the F&amp;amp;R challenge on the rim schools close to the node.

Dulaney said he often hears from parents who accuse him of caring about numbers and not students. He strongly disagrees with that accusation.
?I care deeply about children,? Dulaney said in the article. ?I care about all of them, not just one group and that?s what the [school] board cares about in maintaining healthy schools.?
Dulaney plays a bigger role than some people may realize in the reassignment process.
While it\'s true that administrators are following board policy, school board chairwoman Rosa Gill said they\'re given a lot of latitude to draw up the plan.
While there will almost certainly be some changes to the reassignment plan, the vast majority of what\'s recommended by Dulaney and his staff will be adopted by the board.

If nothing else, the Cary families fighting reassignment from Apex High to Athens Drive High win recognition for being vocal and organized.


As noted in today\'s article by Bonnie Rochman, they\'ve got a web site and done their own analysis of the plan to counter the rationale used by school administrators. Whether it will resonate with the school board is the big question.
School administrators say moving the students reduces crowding at Apex High and will &amp;quot;better utilize available space at Athens Drive High.&amp;quot; Those Cary students are also assigned to Dillard Drive Middle, which feeds into Athens Drive.
It will also help, along with other moves, to &amp;quot;improve the balance between Cary High, Athens High and Apex High regarding service to students with higher needs.&amp;quot;
The Cary parents contend that Apex High isn\'t overcrowded due to the recent installation of modular classrooms on campus.
The parents are also saying that while Athens Drive High\'s percentage of low-income students is higher than Apex High, it\'s still in line with inside the Beltline schools such as Broughton and Enloe.
The parents also contend that Athens only appears to be undercapacity because of the recent installation of eight modular units.
But Asst. Supt. Chuck Dulaney said it\'s better to take advantage of the available space at Athens Drive than to pay the high cost of moving the modulars to another school.
The Cary parents are also using what have become typical arguments for groups fighting high school reassignments. They say far fewer kids will actually go after grandfathering and that students are at greater risk of accidents from driving a longer distance.
The latter two arguments are used so often that school board members don\'t even bring them up when they propose changes to the reassignment plan.


The parents and students from Nodes 383.3 and 384.4 will hold a protest shortly before Monday evening\'s public hearing at Apex High.


Calla Wright, president of the Coalition of Concerned Citizens for African American Children, says that moving the kids to Athens serves a greater good.
&amp;quot;I know the MacGregor Downs kids aren\'t low performing,&amp;quot; Wright said. &amp;quot;If you look at the kids at Apex, they\'re not low performing. But when you look at Athens Drive High, you can understand why the reassignment plan is needed. You have to look at a plan that will benefit all children.&amp;quot;

Growth may be the &amp;quot;primary driver&amp;quot; in the new reassignment plan but it\'s not the only one.


As noted in today\'s article, Wake\'s use of multiple factors in student assignment means more kids are being moved than if proximity was the sole factor. Dealing with factors such as proximity, diversity, leaving enough seats open in magnet schools and streamlining feeder patterns adds more kids to the plan.
School administrators say none of the six factors has a higher priority so they balance them all to come up with the plan.
BTW, the six factors are:
* Create balance across schools in the distribution of students who have higher needs
* Seek optimal utilization of each school?s long-range capacity and reduce utilization of mobile
or modular classrooms
* Improve alignment of student assignment with the objectives of the Magnet School Program
* Whenever possible move students together across levels and adhere to K-5, 6-8, 9-12
* Whenever possible assign for at least three years
* Consider proximity of nodes to assigned schools
&amp;quot;While absolute balance of each factor across all schools is not achievable, comparability between neighboring schools in regard to each factor is the desired outcome of the student assignment process,&amp;quot; according to school board policy 6200.
Since all these factors have to be weighed, Asst. Supt. Chuck Dulaney said it\'s not always possible to assign students to their closest school, even if it\'s within walking distance.
That doesn\'t sit well with some folks.
Wake Forest Mayor Vivian Jones said students should always be assigned to the school they can walk to.
Sanjay Bhardwaj of Keep Local Schools contends that Wake should make going to your closest school the top priority.
Bhardwaj was one of the Davis Drive Elementary parents who was reassigned this school year to the new Laurel Park Elementary. While Laurel Park is only a little more than two miles from his home, he said he lives within 600 yards of Davis Drive.
In the new plan, Bhardwaj\'s neighborhood is being reassigned from Davis Drive Middle School to Salem Middle School. He prefers this to the draft proposal that called for moving the neighborhood to East Cary Middle School.
But Bhardwaj said they should still be going to Davis Drive.
&amp;quot;I feel like the victim of a drive-by shooting,&amp;quot; said Bhardwaj, who moved from Pennsylvania in 2003. &amp;quot;If I knew all of this, I wouldn\'t have moved into Wake County.&amp;quot;

It looks like the holidays have really killed response to the student reassignment plan.


So far, there have been only 383 online comments since the full plan was released Dec. 20. There have only been 108 speakers who\'ve registered for the five public hearings.
Only 31 people have signed up to speak at Monday\'s hearing at Apex High School. The plan has been to split the speakers into two groups. But that assumes that more than 50 people want to speak.
You\'ve got until 11:59 p.m. on Sunday to sign up online to speak at Apex High. You can also sign up at the door from 6-7 p.m. on Monday but you\'ll go after the online speakers.

To put the low response in perspective, the draft plan received 4,165 online comments during the 3 1/2 weeks it was out there.

While reassignment often isn\'t fun for students, some parents may bite the bullet and try to move their kids into a different school a year early.


School administrators are anticipating parents will ask for transfers based on future school reassignments. You can call it a byproduct of using a three-year assignment plan. 
For instance, parents whose kids are slated to be reassigned to a school in 2010 may file a transfer request to attend that school in 2009. 
You can imagine that scenario happening a lot with all the high schools moved slated for the 2010-11 school year.
Parents may feel it doesn\'t make sense for a child to start high school this fall and then have to readjust to a new environment the following fall. The way to get around it is to go to that other school now and only have to make one adjustment.
The drawback to requesting a transfer is that it means you\'d have to provide your own transportation until your node is officially moved to that school. 
It\'s no guarantee that these requests will be approved.
School administrators say they &amp;quot;will give special consideration to requests for transfers that are made in anticipation of a new assignment in a future year.&amp;quot;
But administrators say they have to see if the requested school has space for additional students prior to the year in which assignment changes are scheduled to occur. 
&amp;quot;if space is not a problem, staff will normally approve such requests,&amp;quot; according to the reassignment plan.

Your chances of getting an Advanced Placement class or foreign language in a high school vary widely across the district.


The disparities were highlighted in data shared at this month\'s student achievement committee meeting of the school board. The differences were noticeable enough that board members are talking about the need to make some changes.
For instance, staff presented data showing that Enloe High leads the way with 28 AP courses. But none of the four small schools that make up East Wake High had more than five AP courses with one school having none.
In foreign languages/second languages, Enloe High was listed as offering everything but AP Latin Virgil. But none of the East Wake small schools offered anything other than Spanish.
During the meeting, staff explained that the reason Chinese is only available at Enloe is because of the school\'s GT magnet program. Board members responded that they might end the restrictions that prevent Chinese from being offered at other high schools.
You\'ll note that Broughton High offers a lot of foreign languages as part of its International Baccalaureate magnet program. The board got this data on Dec. 9, the day before the vote to phase out the magnet program.
The new data is a followup on a draft report showing course offerings for each high school.
The lack of course offerings at East Wake continued to annoy board member Lori Millberg, who is chairwoman of the student achievement committee. Board members speculated that splitting East Wake into four small schools could be preventing them from having enough students to offer some courses.
In 2005, the N.C. New Schools Project awarded the first installment of a grant to transform East Wake High into four small schools. In all, the district is slated to get $1.2 million over a five-year period.


The idea was that having smaller schools would improve student performance and lower the dropout rate. Teachers would be able to better establish connections with students.


Board member Beverley Clark said the project just might not be working out as well as hoped. That\'s ominous news for the fate of East Wake\'s small schools after funding ends in 2010.
Asst. Supt. David Holdzkom is supposed to present to the board in the spring an evaluation of the effectiveness of the grant at East Wake.

If you missed last week\'s article, Wake may have to raise school breakfast and lunch prices.


Food and labor costs are going up, according to Marilyn Moody, senior director for child nutrition. She said there\'s also been a big drop in sales of a la carte items, the things that balance the budget.
But the reason that drew the most questions at a school board committee meeting earlier this month is that more families are applying for federally subsidized lunches. 
Moody told board members that Wake is seeing a doubling in the number of applications for free and reduced lunch. It\'s a factor as Wake gets reimbursed $2.57 for each free lunch student while it costs $2.91 to make the meal.
The increase in lunch applicants drew questions from school board member Ron Margiotta. He asked Moody about articles in the Carolina Journal that reported that a school district audit resulted in 64 percent of families losing or getting reduced lunch benefits.

Margiotta\'s questions drew an indignant response from Moody, who said she had &amp;quot;found a lot of fallacies in the reporting.&amp;quot;
The audit, which is required of all school districts, looks at a random sample of people whose income is close to the eligibility limits. Click here to see the income limits.
Some people had their benefits reduced because the audit found that they had underreported their income. Others were affected because they didn\'t respond to requests for more information.
Moody said the people who were audited were an &amp;quot;error prone group.&amp;quot; She said you would be &amp;quot;making assumptions&amp;quot; to say that it was due to fraud that  those people lost their benefits.
Moody said some people might not have responded because they had felt intimidated.
For people who undereported income, she said they may have marked the wrong column on the application form.


Moody said people might have rounded off their income with no intention of committing fraud. She said that leaving out the cents changed their eligibility.
Moody said you can\'t assume the audit findings for these people represent the entire population of F&amp;amp;R families.


The validity of the F&amp;amp;R data is important because Wake uses it to determine which elementary schools will get funding for Title I and other programs. It\'s also used in reassignment to help balance schools.
